There's not much benefit to a Level 1 city ...

My PA is allied with three others today we qualify for a level 5 city. Why do you think we would ever let you move in when you can't think beyond the shallow first glance.

I don't want to sound cold or anything, but THANK GOODNESS FOR CITY CAPS! As an artisan who runs harvesters so I can make a living, I really was not looking forward to a planet covered in "no build" zones.

Well. I guess you just pretty much summed up the original poster's point.

Great, so you build your own city with other 3 PAs. It is an outpost with a 150m where nobody can build. But... alas!! they can build in the 151-450m radius!!

After some weeks your city grows, but there already enough houses surrounding your city hall to kick your mayor out of office... bye bye city hall.

You can't refuse to grow, so I dont see the point of your argument.

What this is going to lead to is a much more chaotic and dynamic situation. Once people find the 10 cities people are going to rush to build in the future expansion zones so that they are in a city. If you wanted a small city that you could control, better go to one of the other planets. Naboo, Corellia, Tatooine I imagine all citys will be metropolis wether you like it or not.

Politics is actually going to mean something on the big 3 planets. Mayor races will be contested and people will move in and out of office.

I am disappointe with the 10 number, I was hoping for 15, but all in all this will make life more interesting.

Yes you can refuse to grow. You can place houses inside your current radius and NOT declare residence. Or you can place cheap harvesters near enough eachother to block others from placing houses within the (current) city radius. This will effectively stop the city from growing and make sure it always belong to the sitting mayor if he so wishes.
