You konw... **edit** is this devs? Many people have been planning cityes for how long? Since before the beta, myslef in cluded. Now I'm sorry to say, but the patch went live while i was at school. What am i suposed to do? Skip school to place the City hall? The answer is no. I get home and the first thing i do is attempt to place the city hall, and now I'm **edit**ed, I bought the deed for the hall and now it tells me I cant build. Remove / Increase the cap... or give me my **edit** credits back.
