At the risk of falling into the pit of countless hordes of re-asked questions, I have one with a seemingly simple answer;

If we have declared residences just outside the city limits and after the first elections they now fall into the city limits, do the owners of those structures have to re-declare or are they automatically citizens?

Thanks and sorry if this is one of "those" questions.

Fairly sure it'll work just like the existing residents worked when placing the City Hall...i.e. they had to do affirm their residency in the city.

As soon as they enter their house after they are engulfed they will become citizens.

What about if you have initiated zoning? Will houses just outside the current radius falling into the next radius automatically be part of the new city? Even if they haven't been given zoing rights? I'm sure it's yes, can't imagine what else it would be.
