Does the mayor get to choose what skill? As your skill in Civic Policy goes up do you get more options for this, like merchants and their vendors?

You are given a menu of all the skills and can choose the one you want the trainer for.
Placing the trainer costs your treasury 1k, and the trainer itself costs 1.5k per week.
When you place a trainer, be sure to be standing where you want it, facing the direction you want it to face.
