I know Militia can drop houses, but are they able to drop lamps, statues and gardens also?

Militia cannot drop houses, they can only grant permission to others to drop houses and other player structures. Only the mayor may drop city decorations.

Yes, they can drop houses. The only difference between a militia member and a regular citizen is the ability to grant zoning rights, /warn and /ban players within city limits.
