At the moment yes they can.


There are several people asking that they not be able to, or have ranks put in so that only certain ranks can do it. But as we stand today any militia member can grant zoning rights.

Ok my next question is say a city has its zoning rights disabled so anyone can build there. Can a member of the city milita denie someone from building in a city?

no, all they can do is /warn and attack them, and /ban them from civic buildings
