TH wrote that if a city ever drops below 10 citizens, it will IMMIDATLY drop back to an outpost, no grace period ay all. Small cities that are just 20-30 folks, and want to move houses out away from the city center may have a prb with this after they have reached the next city level, even if it is for 1 hour during movement.
