I haven't heard that...

You can keep 5 citizens if you want to, but your growth will be slow.

they are trying to change this to 10 and push away casual gamers again. Me and my friends, 7 of us...gota city hall and placed it on Lok. There was not a problem with spacing or anything. Now they want to force us to get more people to move in. If they change this after we spent so much money, they had better either grandfather all existing outpost to the 5 limit, or give us every credit back when spend on everything.

I didn't here of any change, I believe the message refers to the email that you get after the 24 hour 5 citizen deadline. If you don't make this deadline your city goes poof, but if you do you are a bonified city. That is all the stock I put into the in game email.

I might be crazy but I think they give you a week to get 10 citizens and after that if the city ever dips under 10 citizens you get 3 days to raise it back over the bar. If that standard isn't met then the city hall is destroyed, no more city.

as it sits it is 5, and we have met that, but they wish to raise it to 10. I can understand the need for trying to organize people into larger cities for the servers. But please keep this limit at 5. Especially on planets such as Lok and Dant. Those are not high demand areas anyhow.

This refers to the new Sony FAQ at http://starwarsgalaxies.station.sony.com/content.jsp?page=Advanced%20Guide%20Player%20Cities

Some info from that new FAQ includes:

Outpost needs 10 residents (including mayor)

Village needs 20 residents ...

This is the definition of "Stealth-nerf". They change one VITAL bit of information that can destroy an Outpost then they do not announce it to anyone.

They simply change the number in the rule book.

OurCity Hall was placed in a less then desirable location. We have over 50 people, however last night we had 8 citizens because we were holding back on a mass move of houses till we had abetter plan on where to place to houses.

Now I getto pray that I can getback to town in time to place ahouse and declare myselfa citizen and hope that more people get in early today to move their houses as well just to artificially push the number up so the Cuty Hall does not poof.

Ironically (but not surprisingly given the stupidity of the devs) one of the reasons for the increase in citizenship numbers was likely that they looked at their little report and saw many cities with less than 10 citizens.

Of course they probably didn't realize there was a citizenship bug requiring a house redeed for many, many houses are bugged and can't be built on the non-starter planets if they were made pre-patch - so many large guilds that built naboo houses on Dantooine, have many citizens-to-be waiting for a house deed bug fix, etc....

This is total crap, you don't change the rules mid-stream. People suffered real world costs to get their city down according to the rules. Now they changed those rules - rules that people relied on to their detriment. This is actionable.....

They haven't changed anything yet AND it is very clearly announced both in the FAQ you are referring to and in a thread by Thunderheart which covers the various changes coming for player cities. They aren't changing the rules in the middle, this is still the beginning of player cities.
