This only has a 24 hour timer. Where are people getting the 7 day timer from?

I declared my residence in a house just outside the city limits yesterday, and so I placed a house in the city limits (for powerleveling purposes). I went to redeclare, it told me I had to wait 23 hours or so. I come back today, redeclare my residence, and I am now a citizen.

It was 7 days pre-patch. It appears to have just been changed.

It wasn't. I ran back to my original house to see how long it would tell me to wait before I can declare that my residence, and it said like 19 hours.

It used to be 7 days. When I first moved to Haven (in mid September?), I had to wait 7 days before I could declare my new house as my residence. Guessing others have had that same experience and just say 7 now, not knowing it's been changed to 1 day (which I'm very happy for, and might have been in some patch note, but I never saw the change).
