Ok so I am the mayor of Aegis on Naritus, Tattoine. I have enabled zoning rights and now no one can build unless I let them I have verified this, I had to specifically grant zoning rights to everyone in the guild. So there is basically almost no way for me to get voted out of office, I wont give anyone who I dont know permission to move it!!

Is this how the system was intended to work ?

Yes and no. Originally the devs did not want cities, but so many people complained that mayors had to have this power so they could control the look and feel of their towns. So now we have been given private city powers.

However, right now anyone can build 151m from your city hall. Assuming you wish to grow, once the city grows they will be citizens. So you could get voted out if you grow. If you only want 14 citizens and a small garden you can stay city level 1 and never be voted out.

I want to encourage immigration, so is it better for me to leave the zoning rights option turned off? After all, if an immigrant arrives and I'm notonline to /grantzoningrights, they won't be able to build, and they may lose interest.

You report those people under the TOS, granted a objectionable name was used on those harvestors. Past that, your SOL...

Well, ok there is a bug that lets you put a toolbox in front of the voting booth, to prevent anybody from voting.

The zoning rights were not intended to keep people out of your city, only to stop people from droping a house right in the middle of your town square. I have enabled my zoning rights, so people on the outskerts of my city don't start moving their houses so they can be in city limits now. (It's hard to explain to 80+ people that we can't ALL fit in 150m radius Zoning rights is a good thing, but it should not be taken advantage of, less we lose it.

But there will always be someone who will try to abuse their "power", but those people will most likely be voted out of office anyways.
