I have 9 Citizens in My City does that auto confirm the 5 I need to remain a "legal" city or do I have to do something to confirm it? Also is there an online manual to this stuff???

All you need currently is 5 citizens within 24hrs. of laying down your city hall. You should recieve an email stating you gained the 5 citizens neccessary, and that it will check the citizen number in 7 days to see is you can update to the next rank, or stay at the current rank (or even lose city status if you drop below the 5 needed to be a city).

*NOTE I have heard they are raising the citizen minium up by 5, it will be added in an upcoming patch.
