Ok i hear they are changing it so that the 10 player city cap doesnt mean the amount of city halls per planet but the first 10 to reach a certain rank?
Someone please confirm this and explain the details, Thank you

Right now its the first 10 to be on the planet for the main planets. Thats why people are getting the message of the planet being capped already. Outposts will not count towards the cap in the near future, and the developers are raising the caps as the servers can handle it more.
