Question-

I have a question about the voting procedure. If no one runs against you, do any of the votes matter? Could someone enter the race 5 minutes before voting ends (24 hours after city creation) and have two of their friends vote and defeat you? Any information here would be very helpful.

The mayor already in power gets all of the votes by default, as to prevent this type of griefing. If someone goes and votes for someone else, it basically takes their vote away from the mayor and gives it to the challenger.
