How big do they have to be before they show on the map, or are they even supposed too?

A politician with Fiscal Polcy I gets the ability to register the city on the map. Basically every city with 10 citizens will get register city at the next update.

they arent supposed to until the politician in charge of the city gains the appropriate skill toregister his/her city, then it will show up. This takes Fiscal Policy 1. most ppl will chose this first, because fiscal policy 2 enables shuttleports, something we all want. expect to see new cities on the map in about a week or so. Fiscal Policy also allows people to locate your buildings and centers with the /find command if you are nearby.
