In this instance, the violator isn't a member of this city. There should be a way for a City's Mayor, and in turn, a City's Populace to fend and penalize a situation of this nature.
A great way to do this would be to allow a player's structure to be "zoned" and confiscated by the existing City Powers. This structure would not be accessable to it's relative owner until which time said owner pays a fee to the City.
The fine might consist of a flat rate with the option of a modifier based on a current Player City's size, and the skill of the Mayor currently holding office. Add to this flat rate, a daily penalty added to the flat rate, until which time, the offender relinquishes ownership of the structure to the city, or pays the outstanding balance owing in full.
- This penalty and any fines levied for this penalty could not be enacted against an existing member of a city.
- A warning system, implemented, would warn the player in violation and at risk of having their structure confiscated or impounded, and give the guilty party a specific amount of time to remove/redeed the offending structure before confiscation could occur.
- A fine could be levied against the intruding player determined by the City's Mayor. Daily penalty charges could be exacted until the offending party relinquishes control of the offending structure, or pays the City Fines.
After reading the above linked thread, I came up with this idea. Constructive criticism is welcome.
I would like to add, that this form of penalty could not be enacted against existing structures that are eventually consumed by a city due to growth.
This penalty could be leveled against structures placed in a City's established boundaries, and after the city had been established.
I'm proposing a tool to limit griefing with structures within a city limits. I am not proposing a way for a Player City to grief player structures that may eventually fall under a growing city's boundary.
