Here's the problem, we only knew of 5 cities on Chimeara, ao we built a Tatooine City Hall.

This took me 4 days, due to harvester bugs, factory disappearing for 2 days, entire pack contents disappearing for 13 hours, and there was only me running harvesters for the resources, and I had to buy over 200,000cr worth of resources to finish it.
I get it finished, we head out to the location we wanted and.... Tatooine has hit its cap.

As you can imagine, it was very annoying. We are talking about maybe trying Naboo or Corellia, but that requires building another city hall..... something I dont want to do, and end up not being able to place it.

Is there any way at all, other than actually trying to place a hall, to tell if a planet has hit its cap or not ?

A general rule of thumb is that tatooine, naboo, and corellia have hit their caps. Most did so within a few hrs when the patch went live.

I believe it is Lok that can use Tatooine city halls. My guild was based out of Corellia, and we had to move to Talus (the planet that can take Corellian City Halls) when we found that out.

Without a way to see how many cities are in existance, or "spaces left" it is down to gueswork as to whether you can place or not, and when you are risking the resources, cash and time a city hall takes, especially on a new server, thats a hell of a risk :/

Lok and Dantooine can use Tatooinian city halls.
