I got an email to say my building had been added though I could not vote even after entering my house, declaring residence again and redeeding it.

I noticed that botht the house sign and the house terminal are actually outside the city radius, the rest of the house is inside though, is that why it is sort of half and half?

I have a question about this as well. We're using a PA hall as a mall. It is only half in the city limits at the moment. When we placed it it wasn't in the city, but a day later, more than 24 hours after it had been placed I received a notification that it had been added to the city. The owner of the building was also able to declare as a resident and vote. Nothing had changed since it was placed, but all of a sudden it was in the city whereas when it had been placed it was not.

I've been noticing this as well. I was thinking the sign and terminal as well, but have yet to prove it.

Meanwhile, I had 23 structures and 23 citizens last night. When we grew, I got 22 emails about new structures in the city and their owners. 55 right? Nope. City status lists 37 structures now.

No, the City Hall was placed Tuesday night. The PA Hall was dropped about 15 mins after the city hall. At that point it wasn't in the city, but when I logged on Thursday morning I had received the mail telling me the city had been added to the city.

I use the waypoint the gauge how far I can place the house (I'm the city planner as well) it was 120m away when I place a house for our citizen... I got the email.. but he can't declare tobe a citizen (he can declare.. jsut can't vote)

until today we expand! woo! now I got ANOTHER email he was in the zone.... weird.

I have "rocky" terrain... that might effect distant.

Not so anymore.

Moving from one house to another takes 6 days.

Redeeding takes 4 hrs before you can redeclare.

/transferstructure can be redeeded immediately.

I'm 98% sure it's the terminal that decides residency.

Yeah a test with our cantina seems to validate that as well.
