How long will it take till the city will appear on the map once you get that skill? Also, will they open up the planets for more cities and if so when?

I trained then ran back to my city and registered on the map. It was virtually instant... I checked the map (control V) right after, and there it was.

so you need to go back to the city hall and register, that would make sense.

As for your other question, I do not believe there is an ETA on the removal of the city cap. I would expect it sometime next week, so keep an eye on the Dev Tracker and Plinka's posts!
