Does the current mayor own the city? Or does the person who dropped it alwasy own the hall? I'm worried about these guilds that want a city on a capped planet doing a hostial take over and just deconstructing the city hall so they can place their own city.

Well thats not good at all. This could be a major source of greifing. Especially if a mayor is upset that he is going to be voted out. Or just infitrates the city in the hopes of destroying it.
