say i get my city up to awesome standards... but another politician comes along and takes over, if i have already placed say a bank or 2 and a garden.... does he still get to use them if he doesnt have the skills needed? because i placed them and had the skills? also can someone update me on this thread in game on ahazi santasnipa is my in game name

Yes, the new mayor can use them. Structures, once placed, their ability to be used is only determined by city eligibility, ie having and maintaining the required population. A new mayor without the skills to place a bank cannot place a bank, but the city that they are mayor of doesn't lose their pre-existing bank which you placed.
