Ok since fraction bases are now allowed in cities, someone that is warned can attack back. Now someone said that they have to be overt to attack back but I haven't test that out yet.

A while ago there was a post by Plinka that explained the militia was changed so that /citywarned people could defend themselves ... this was necessary to be able to integrate player faction bases into cities (on high demand) without leading to exploits or there such ...
If you /citywarn somebody you will have to have a sturdy militia behind you ... not just some lowlife from the street (not to insult you with your rusty CDEF
)
