I have a quick question about the voting system.

Suppose Mayor A is currently leading the city, while Citizen B wishes to run for mayor. Votes are tallied, but Mayor A has 9 votes while Citizen B only has 2.

Mayor A wants to step down and give Citizen B control.. how can he/she do that? Would simply dropping Novice Politician auto-remove Mayor A from the mayor list and auto-promote Citizen B to Mayor?
