Thread: Cross-server citizen swap to get around the 10 person cap
It's only a game. It's some creative thinking. It sounds like a lot of people are just upset they didn't get to place on one of the planets w/ the 10 city cap. I know a lot of the backwater planets still had/have openings. It's not so bad to have a city elsewhere. Some of them have some very nice scenery.
I think its good to look objectively at problems using creativity to come up with the best solution.

I'm interested in helping out those that need some more citizens, personally i'm located on Tarquinas. Our city is growing smoothly, but at the cost of allowing some citizens in that are slightly disrespectful. However, without those additional citizens, the city does not grow. It being a catch 22. I also know ofa number of larger guilds 60+ that have only had a few people live in their city so far. Why? It seems a lot of the guilds are just associations in name, and not actuality. This was a first come/ first serve rush to get down your town hall. Unfotunately i did not get my first choice, and i'm now located a little ways from the imp outpost on dantooine. It's still a lot of fun to have a city. The more people you have in your city, the harder it is to do the job of a Mayor, believe me. It would be nice to have absentee voters, that allows you to have somewhat of a life other than being a politican, and can still RP, hunt PVE and PVP.

To me this is the winning argument of why "ghost" citizens is a bad idea. It completely defeats the purpose of player cities. . But the devs just upped the requirements by 5 for a reason. If people bypass those caps through ghost citizens, what do you think the devs response will be? The caps could end up going up again -- to the deteriment of those playing strictly "within" the rules.
Jayces, you forget that an outpost can be used for bringing out pets! VERY useful not just for the convenience of its people but for people passing through as well.

Why not get on your server's message board and say looking for serious RP'ers to start a player city? I just don't get it. Instead of doing something really simple and trying to reach out and meet people in this game, you've decided its better to craft up this complex scheme of cross-server slot sharing.
For those of you coming over to share slots, did you ever consider that its not real fair to the people who play there day to day?
I'll say this real clearly so there is no mistake. CITIES ARE NOT A RIGHT. They are a privledge granted to you for working with other players in the game. Cross-server exploits don't count--as others have predicted--within 1 to 2 weeks you WILL see this nerfed, to the detriment of us all. Your cities will crumble because you didn't bother to try making connections with people on your server.
If I may be so bold to ask...Why do you play this game at all? If you wouldn't want anyone in a city with you, why do you want anyone on a server with you? Maybe you need to go play simcity for a while if you want to play it alone.

I feel this is a bad exploit and totally contradictory to the whole point of player cities. The devs have specified player cities were not for private estates or for just a few to control the land, and I felt by having fake citizens this is exactly what was going on. Almost as if you were to big of a pig to share the land with fellow players on your server over a huge power trip. Again my opinion, and I realize it doesn't agree with yours. I'm pretty sure the devs did not intend for only 5-10 real players to control a whole 1k m of land with the player city update (and have 40-50 fake citizens too).
Again I apologize for coming off so rude, as this is not my style. I have a high tolerance for fustration, however this whole debate has tipped my trigger (not just in this post). I feel like alot of people are taking advantage of game mechanics and sucking up the whole essence of what player cities stood for. Again I'm not here to put down your solo'istic playing style, as its no better/worse than mine. I think my side is backed by the devs as stated in several interviews and releases, however you do have a point. You are free to take advantage of the game any way you see fit and enjoy it the way you feel like. We all pay the same amount, and are all entitled to the same rights, even if those rights infringe on others. (even though some of us would not do this intentionally like others)
The only thing I can say is if my side is the side of the devs, we will see some fixes and nerfs to correct this problem in the coming weeks. What made me fustrated was that these fixes needed are going to hender the fun factor in a system that is already struggling to add new enjoyment to the game. I just don't want to see player cities die before they even get off the ground, and I felt an exploit like this might compromise the integrity of the system.

I met the mayor of Ghost Town in game (who posted above).. and all I can say is that I am saddened and disgusted that people would rather have fake residents than open their doors to people who actually play on their server. Never mind the fact that all these fake residents will vote for the encumbant! I would never join a city (or patronize any vendors there) if I knew that it wasn't even comprised of real people.
What the heck is the point of a 5 person city, or a 7 person one? Just to get a mission terminal? Like the missions are that great on the starter planets.
I honestly hope that SOE comes up with some way to stop this..

Unfortunately, we are trying to roleplay and to that end require somethings from our city. It's too easy to just say, "Oh! Cheater!" and not understand the why's and who's.
This isn't some grand scheme we cooked up to "beat the system." We aren't powergamers. I play on several different servers and it was something that just occurred to me as I considered my own city on Kettemoor. No evil "master plan."
While most people are presuming that the city system is "meant and designed" as a democracy. In order to role play a true imperial "ruled" city, we are decidely NOT democratic. It's the story we want to play. Sorry, if that ruins your gameplay.
It's also a short term solution to, again, get us where we need to be to properly roleplay the city we want. It's impossible to maintain these citizens for any length of time. These players generate no income for our city and it's the price we pay to flesh out the story we want as our backdrop. Our goal is to have a huge city of REAL people, all loyal to the empire of course, and as we get a new citizen they will replace a "placeholder" citizen.
The story behind our town, is that it is in no way shape or form a democracy. It exists at the will of the Empire and it's ruled as such. We will not tolerate any rebellion.
So, I don't blame you for your assumption that we are all just a bunch of cheating haxors trying to exploit the system, it's just not true. You would have to know our intentions to fully realize that.
I respectfully ask you to withhold judgement until the Emperor's will is fully realized.

As of today, I have already deleted 3 people from another server and replaced them with real live Kettemoor Imperials. Everything is going according to plan.

No, I am neutral.. I was on a 2nd account at the time.. there was no roleplaying involved, which is why I'm surprised it's such a driving factor for you. We discussed the cost of the city hall, the difficulty in getting politician exp, and I think you mentioned your mall and said something about needing more vendors.

I also know there were Imperials looking for cities on the Kettemoor boards, so I'm glad you found a few to join your city and replace the fake citizens.
Honestly, I expect some sort of nerf or fix to go in on this.. likely a restriction on brand new chars being able to vote right away. But, with the way things get "fixed" around here, it could wind up being a lot more inconvenient than that.
Only time will tell..

I honestly don't think that SOE will move to change this behavior. I think the "incumbent mayor" voting thing needs a little work, but this isn't the main flaw.
We achieved our goal anyway. My issue here is a "city quality" control issue. I could have grown the city by leaps and bounds if I was not concerned with the quality of the people I was letting in.
This alternative allowed me to assure the growth that I needed to achieve the role playing aspect that we wanted while working withing the time limits allowed by the game for city advancement.
It's not a game breaking workaround. It doesnt negatively impact anyone else's play. I could have achieved the same results by having an open door citizenship policy, but then I'd have to worry about all the idiots in our town ruining our fun.
Since it's usefulness will probably cease in 2 weeks, I really doubt any SOE folks are scrambling to do something about this.
its pretty easy on kettemoor to find RP'ers who would be more than willing to be a part of the story... I dont' recall seeing a post on the kettemoor boards explaining exactly what you were trying to do, in fact the only post i see was the one you have here where you said you'd been searching since thursday... i'm confused. you actually logged into other servers, contacted players, discussed all this with them, set everything up and started using them as part of your count, but you didn't post once on the boards of your own server... didn't actively seek people out that you knew and ask for suggestions... didn't wander about looking for people that might fit the mold.
so, you trust people on other servers more than you do the ones you play with everyday? your first thought was to go find people from another server who could be even worse than the people you'd get on your own? if they decided to stay, what was your plan then?
seems you spent a lot of time seeking a workaround to serve your own ends instead of following the spirit of the rules and spending that time getting likeminded people on your own server.
I'm glad to hear you removed the houses of those who had no intention of playing on your server, but still, all that time seems you could have been making the effort on your own server rather than running around finding people from other servers.
by the way, how many more houses are still in place that are nonexistent citizens?
I have contacted people from our forum by way of private message.
Like I said before, I wasn't "going to alot of effort" to think up this idea. I just happen to also play on other servers. The people who helped me with this are known to me.
As of this evening we have 0 "empty" houses as we've had alot of inquiries over the weekend.
I don't post about this in the Kettemoor server, because we are just not ready to announce anything. I may take your suggestion and post something preliminary. Unfortunately, I have been threated by some large groups of angry players who were left out of the "city rush" and they have made me uneasy about taking people in with which I am not familiar. I've resorted to referrals and reference checks. It's all very exciting!
Simple solution:
Votes don't count unless the player played a minmum of an hour that week.
