Why don't you move to a different city then?
If you think that a mayor is going to be happy to turn their city over to someone else having just established it, then you're being unrealistic!
More importantly, yout very presence will force that mayor to perform better - exactly how a system like this should work!

Let me get this straight.
To fix the situation of player city caps they are going to allow you to create your outpost..then cap you at that level by the fact that they have given 10 other people a head start on you. This is just great. If they had done that to begin with everyone would be on an even playing field and we would have had a shot to be a real city. As it is now they have created a situation where we have no way to compete with the first cities.
Who is running this operation anyways. THIS is really what they consider good game design?

People playing this game are obsessed with their being a level playing field... Tell me where in life there is a level playing field? You are being unrealistic.
IFthere was a level playing field, then the role of Politician would be redundant - everyone would have their own city and there would be no requirement for them to interact. The whole point of this profession (AND I REMIND YOU THAT IT IS A PROFESSION!) is to act as politicians.
You can go to any of the existing cities and, if you can convince the residents of that city that you can be a better mayor than the incumbent, they will vote for you.
The people who created the great cities like New York and London didn't have level playing field - there was an element of luck involved, as well as their skill in building things.
If you do not like an aspect of the game, then please don't shoot the developers - they have developed an incredible piece of entertainment software that is keeping thousands of people happy - if you don't like it, please don't spoil it for everyone else!

The mayors of those cities didn't have the power to prevent you from building a house in their cities. You see, the current mayors (at least on Naboo in the Naritus galaxy) will NOT allow other politicians to join their towns. I am all for vying for the citizen's votes by playing the part of a politician, but if they won't even let me become a citizen, then I am flat-out screwed.
The system that the developers put in place rewarded the first 10 people on the central planets, giving them the power to decide who joins a city and who does not. This does not promote a environment where politicians can go for an office. This promotes the idea that a mayor can get their buddies into their town (faction, PA, whatever) and screw everyone else.
So Politicians like me who did not get a town must sit around and hope that the devs make good on allowing more outposts on each planet. But a poster above made a great point - if they did this from the outset, then everyone would've had a fair chance going for a city.
I wasn’t able to start my own city. I never wanted to start my OWN city. What I wanted was to be able to play a Politician. I wanted to be able to run for office in existing player cities and make this game a little interesting. But sadly what we have is a system of Dictatorship.
