i dunno really what you guys are talking about but I've been waiting a year for this and I will put the time and dedication into it!

This is a database problem. Just like the house limit thing. They need to make sure the database can handle the load of player cities before they open in up to everyone. It sucks, but that's life.
Like I said. It takes more than 24 hours to get your stuff together for a city hall so all you will allow is those with halls ready from the box to place. This will be less than you expect and the massive influx only comes when architects start mass selling city halls. One days worth of placement and then a review of the city figures, I refuse to believe that the database will be overload with player cities in 24 hours.
