This bites, plain and simple. Are you devs trying to chase your player base off? If you state a number like say 5 citizens, STICK TO IT. Everyone I know is getting tired of these constant changes, it reeks of insufficient testing. Heck leave something on test center for 4 months or more, than maybe you won't have to change things within 14 hours of release!

I wish they'd keep the old population requirements for the less popular planets. We felt like we've been doing a good job luring people to Rori, we're gaining new residents each day. But it's hard to get folks to move out there, especially as far from an existing city as we are, until you have a few more basic services, and the new caps will make that even harder for us to reach.

15 people was an easily obtainable first-week goal, 20 is not. I'm afraid if we don't grow quickly enough into at least a rank 2 or 3 city, some of our earliest residents will get sick of being that far from civilization and leave, making it even harder for us to raise our city rank.

Our reward for building on the frontier (especially with the restrictive starport routes that entails) should be having lower population requirements than those who set up at the minimum distance from Theed. Bleh.
