Does your city have to have a certain level to install these? My city is currently an outpost, and I don't want to learn the skill if I can't use it for a week.

Sorry, I meant a level of the city, like outpost, village, township, city....ect to install these.

With the decorations, you can 'align' them to a polar direction.

I noticed that this option is not available on the mission terminals, but then I have the smuggler skill for slicing terminals, so I wasn't sure if my Slice option was replacing the align option.

Is it a bug or is it not possible to align terminals?

Also, is it just me, ordoes anyone else want the sub-polar alignments (NW, SW, SE, NE) as well?

Terminals face the direction you are facing when you place them. There is no other way to rotate them at this time.
