We have 3 PAs in our town. The leader of NWW and I have known eachother since around Release and we ended up having our PA Halls near eachother. We both wanted to be a part of a city and so decided to join together. I then met CGZ, who also has a hall near us and they decided to join with us to help make a real nice city.

If you go into the conversation afraid that you will be burned, it probably won't work out good. You should approach them as a friend, chances are they will support you.
