How about giving up your Novice Politician Skill ... I think Plinka tried that once on test center, but in an early stage ... but I think you should do it right before update time, since you might lose all powers to the City Hall ... Once you don't have politician anymore, you should fall out of the vote ... the person with the next highest vote wins

But I think there's no way to get out of power and pass on the mayors position between the updates.
