Something is definately going on here. I logged in today to a message that a new structure had been added to the city. Not that odd. However, the structure belong to a friend of mine who hadn't logged on for a month (and I confirmed that he still hadn't).
The limits *ARE* shifting (albeit slightly).

Ok like ive said the reason those explenations dont work is because of buildings that were placed the same day the City Hall was placed and were considered outside, are now by the system considered fully inside, and visa versa. If you can explain how all the spacing of the buildings and the terrain (which is the same and certainly not shifted 30m) are moving then I could beleive it.

Riana, the housing terminal is what is taken into account for the location of the building. Since the terminal is in the front of the PA, it is entirely possible to have your PA seem like its outside of the border. In fact, this is a great way to get more space. Place larger structures at the border and to keep more citizens inside

I've had 2 structures 'added' to the city days after they were placed. When they were placed they were not in the city, but at seperate times, they somehow became a part of the city. I'm not going to complain about it, since it bumped the city to 32 residents for the first week, but it is odd.

Last wednesday (before the city radius expanded), a house that was on our border got incorporated after a patch they did. I believe they changed the tolerances on the city limits such that a building that is 'falling outside' the limits,will nowbe sucked in.
I only saw this after the patch. Our radius hasn't changed/moved at all except for the growth cycle, and it has remained static since.

the borders are shifting. i noticed this last night. i have a house that was about 190m from our city hall. with the expansion last thursday, that house made it in the radius. i even got the email that it's been added to the city. last night, i realize that i'm now at 220m from the city hall. likewise with a hill on the otherside of town. my factories were there and got absorbed they are now 40m further away from the hall than they were. not sure if the ground is expanding or if the measurements are going wonky.

I placed my Cantina right on the edge of the city limits such that the stage is actually outside the city limits while the bar area (and building management terminal) is inside the city. The spot where you receive the message that you have entered/exited the city has not changed over the past 4 days. Its pretty funny that you get this message inside a single building, though that'll change when our border expands this week.

Are you measuring from the city hall's waypoint (IE the center of the building) or from the waypoint created when you do /find city or created from the city waypoint on the map? The former seems to be the measuring point, the latter seems to be in front of the city hall.
Also it is not the structure management terminal that counts. I've seen a building who's terminal was outside the city but was otherwise mostly in the city be counted.
