You really need 4 operatives - one for each level (5 if we get a boost in mission difficulty at Master).
I would say that the level of operative should be tied to the size of the city. The larger the city the more operatives you can have (only one at a given level).
You should also be able to place the informants where you want (which is right near the mission terminal)... but that goes against how most of the existing informants are placed currently.
