ok I had to respond to this one, the BIGGEST reason a city may seem like a ghost town is because the politician that got voted in as mayor prob has no flippin clue as to what each tier in the politician class does and has NO strategy as to what to train in first. Many ran around on the day of the update not even knowing where the trainor was. I recomend anyone who wants to be good as a politician read the forums (even the sections that done apply to your career) and the stuff they post on the site. I can't believe how many people dont even know anything about being a politician and things about how the city will work. Location, location, location is all I can say also if you are out in the middle of no where it will be hard for you to start up. It is easily going to take everyone a month to get a shuttle port with there only being a evaluation once a week it will take a month to get upgraded from Class I to Class IV City. So in the time being a city that is say 10000m from a city you may not do so well starting out due to some people might not want to travel 30 minutes to find out you dont have anything. Until all cities get Fiscal Policy I no one will know where any of the cities are unfortunately for the reason that they want you to work hard to get your city established. Good luck with your cities and yes some will fail because they don't have anything worth going to or the people trying to run it have no clue how to do so and will be just waisting all that time and materials. I seriously hope that when the next patch comes out they will lift the cap completely but I don't see that happening.
