OK how about next week?

Yes I was one of the lucky ones to be able to place my city... I'm glad I did.

But all Class 1 Outposts will no longer count for the city cap in about 1 week... next thursday I assume.. since that is the first cycle... and beyond that the restrictions will be lifted at some point to some degree in the coming weeks.

Now I say... If you've waited this long why give up now? are you just a quiter? you can't be.. you've put up with sony this far... don't stop now.

Thunderheart didn't promise to remove caps in December.

He promised to raise the caps then, to the highest cap that retained server stability.

On a personal note, we were able to establish our city, despite a horrible bug by Sony. I prepared by gathering materials to make four city halls (including stacks of wall modules, which were a real pain to make since I had to load hundreds of structural modules into a factory one at a time). When the server came up, I logged in, in front of the Politician Trainer, became a Novice Politician, popped out my Structures droid, made a city hall, and burstran outside of Bestine to a pre-selected spot. It turned out the terrain didn't allow a city hall there, so I placed it nearby. The idea was to later destroy this city hall and instantly deed one where we wanted it. As backup, I sent someone running toward our desired site. But he ran into lots of reds, and time was running out, so he just deeded it, about an hour after server-up. I came back after a nap, and found that Sony had let me drop city hall right on top of a medium house! The house blocked the entrance to city hall, so I wasn't able to destroy it when I wanted. I tried waiting for it to poof, but gave up 15 minutes past 24 hours. (It later turned out Sony's clock was screwed up; it poofed some 30 hours after I deeded it.) I filed a CSR ticket, but heard from no one. (I've never heard from a CSR, so I wasn't surprised.) Anyway, I made a third city hall, went to the desired spot, had the second city hall destroyed, and tried to deed the third city hall. Lairs nearby stopped it, but I was able to drop it several hundred meters away, still in a fairly flat area.

So preparation and slow competitors allowed us to expensively overcome Sony's bugs and lack of customer support.
