The Waypoint fo the Town Hall IS the center. When you place a house the WAYPOINT for the HOUSE is the center of the HOUSE. Goto the House waypoint with the TownHall one Activated, that should be within 150m or less. I've been jockying houses around. The mayor should be the one placing houses at first, then simply transfer them over if things work. This is what I've been doing. I'm trying to fit my 20 in a 150m area, which is mostly water because we built on an island.. We though 15 would allow us to expand.. Right now I'm not fond of DEVS, and when the nerf occurs my city won't be able to expand.. so I'll probably go ahead and delete my account.

I can disprove that too. On the same map I linked above, there is a round small naboo house on the west side of the first ring, just south of the city hall. It is facing away from the city hall, and the city limit is inside the door (I can stand in the hall and be outside city limit - walk a few steps and be inside). This building is part of the city and I'm adeclared citizen in it. (For a better view of the door vs the 150m circle, there is a bigger map as well)


I think the idea that tie building's waypoint has to be within city limits is the correct one.
