A city must be rank 3 to have any Specialization set for it. Bummer for the folks planning outposts with Improved Job Market.

My question may or may not have any bearing in this discussion:
The citizens of Player Cities that I have run across currently have an agreement b/w then that all votes will go to the current mayor until that mayor has become a master. At that point, they will have open votes, allowing other Politicians to run for office. At this point, these PCs will have 1 Master Politician and a bunch of Novice Politicians.
Since the Master Politician has access to multiple specializations and the Novice has none, why would the citizens ever vote for the Novice? They would lose the benefits of the specializations if the Novice ever takes office.
Perhaps someone can offer some insight to make me understand this.

I believe (this is all theory on my part) the initial skills are needed to PLACE the item. Once the item are place, the maintence would be on the city part. (as in.. as long the level does not drop. the structure stays)

So Valadon...what's the dilly here with mission terminals/trainers, med centers and cantinas? Are they staying where there at in the skill tree?
Because right now as a level 1 city it's pretty **edit** boring...we are really looking forward to our cantina and mission terminals next week, along with being registered on the map.
TH said some stuff in that new guide that would indicate that some of that stuff is getting moved again.
