Any militia in our city who uses the /grantzoningrights command will lose his militia powers forever.

I kind of wish it allowed you to prohibit *all* building, but it appears not to be the case when you look at the description of 'grant zoning rights'.

No one can place any structure, commercial or house, inside the city limitswithout being granted zoning rights (assuming the mayor has it set). Note this is only within the current city limits (150m radius until your city attains the next level).
