The reason you CAN'T have this. People could sell their votes. A person could sell 6-7 votes a week by placeing a house and declaring. Vote, mayor get exp. Pick up house and repeat in new city tommorrow. Having exp roll in when update happens protects the one person one vote integrity. The only way around this would be to add a block on number of votes per week. But then you have people complaining they had to move their house and now can't vote till next week. No one is ever happy

What they should do is treat the politician like any other profession. Earn experience when votes are cast rather than weekly. As it is now, we have to WAIT 7 days + to get experience and then deal with the bugs a week after that until the next election.
