Hmm.. good question. Although I'm sure that if he'd meant anything other than city halls, he would have clarified by now, considering how upset people have been over this.

However, I posted a thread in general discussion stating that TH's comments indicate that starting a city will be harder than we thought because of something they haven't told us, and it got locked by Garva for being unproductive. THis was a 5-star rated thread, btw. I guess they want to discourage real discussion about cities in some way.

I'd like clarification please.
