Technically you can refuse to grow. But does anyone really want just a level 1 city with nothing in it? If you are going to grow from level 1 to level 2, I think enough people will rush in that you will go to 3 and so on. People just don't have enough lots, especially with the relaxed terrain rules to block things out.

If they plan to retain control of their city by not growing, well... they don't need those fancy politician skills because many of them are tied directly to the city size.

Well great, then all they have is a glorified PA hall...I just dont see the point and I could see it getting boring afterwards. Im sorry, but even if 10 cities pop up in the planet you are looking to build, and if those people do not allow their city to grow, I would think the Devs would then open up more city slots... Just rediculous how people are getting so worked up over this. Yes we have a city planned, and I sure as heck hope we get our Hall down...Im pretty sure we will...

I suggest registering your cities on your server, so we can see how much of a problem this is going to be, and either show the Devs how much they need to expand the cap or at least work out some city combinations before it starts

Here is the thread on Bloodfin for city registration:

Goliath,

I certainly hope that that is the case.

If I seem upset...I am!

I picked Chef - it's a broken class.

I picked Merchant - broken.

I picked DE...nevermind....you get the idea.

I was pumped about politician...and this decision by the devs is, IMHO, terrible.

MKAPPUS,

I don't think anyone else mentioned it here, but along with /grantzoningrights there is also a command to take away structure rights and therefore make the person move...so, no if someone moves into the outer radius and plans on taking over later, they will be really mad when they find out they have to redeed and cant use the city buildings with /cityban...there's no rule against using it on your own citizens...

I can see a small group of fast acting players setting up a city hall for the sole purpose of auctioning off thecity rightsto another larger, dedicatedgroup that wasn't able to set up their hall fast enough. With a cap of only 10 cities on the three best planets, the bids could get ridiculously high. Don't be surprised in the next week or so if you see someone on the forumsauctioning off their city...

Marc,

You are half correct. If I build 155m from the city hall in the first week, the mayor can not stop me from becoming a resident in week two, if the city expands to city rank 2. Same thing if I am 210m away he can't stop me from becoming a resident in week 3 when the city reaches rank 3.

If people plan on having larger cities, people can simply move the edge, build now and they will be in the city in a week or two.

How do I get 9 friends in a city that doesn't allow building? Easy. First I join the PA. Then they allow be to build my house for 24 hours. But I don't just build my house. I build 10 small naboo houses (1 lot each). Then I use the /transferstructure command and voila!

You now have 10 intruders in your city.

You can even repeat this command again and again, you will have an army of intruders in the city in no time. No need to build outside the growing city. Just get one citizen inside with many house deeds.

Spoken like an old school UO player, who used to camp on a guy's door step and steal their house keys and lock the guy out of his own house!
