Bad idea.
Just makes it so the Mayor doesn't have to do the job. I make a mayor on a 2nd accountand /AddCouncilMember to my main account so I never have to bother logging on my 2nd account.
Not true.. only a mayor can place things in the city like Banks and Cloning centers. And you could do what you suggested by appointing your second character part of the militia anyway.

I hate to say this, but there are people in our town that would make wonderful members of the militia, but would be terrible at helping someone place a house . . . and our City Planner does not want to be on the militia but does need to be able to grant zoning rights.

giving the ability to grant zoning rights to the militia automatically is a BAD idea. the mayor should reserve the ability to grant the ability to grant zoning rights to specific individuals. otherwise every fool with a gun who is good for the militia but bad for city planning will be letting peopel lay down crap all over. and the mayor can't remove it later! for the love of the game, PLEASE don't let them have that ability automatically.
I see more and more and more of these threads and posts all the time - because almost everyone agree's it's a must have idea.
As we near the end of the first week, it's becoming prominent in peoples minds that they will soon have a militia - and thats why we're all realising the shoddy way the system is currently set up.
There are many variations on this theme - but we all agree that we NEED some sort of change and we need it BEFORE the first week ends.
Do I think we'll get it?
no.......but it's pretty clear we all want it - and thats whats important.
This one should be relatively easy though . . . at the very least they could just make checkbozes as for what commands the militia gets and what they don't. That way if you have a militia member that you want to JUST be able to zone, you can, or maybe one with zone and ban, (but not warn, because you think they will beat people up too much or something) or warn and ban, you get the idea.

Like has been stated, there are some people that would make great town peacekeepers, but terrible town planners, and vice versa.
