It will be anarchy without, sure someone will not be mature to have that power, but that's how it is in real life!

Well this totally denied people any control of protecting their city. City bann does pretty much nothing. People banned can still shuttle into your city so raids still can happen and a whole PA can shuttle in to your city and cause havoc even though 90 %of them are banned. On top of that a banned person that gets pvpkilled in your city can spawn in your cloaning center even though banned. So thanks for totaly making militian retarded to the core. can sertanly count on you guys doing that
