Ok couple of questions here. Let me throw out a hypotheticalsituation (guess what thisis a reference to and you win....nothing)....
There is a small group of players (we will callthem the Maples) they are10 in total. They place down a city hall,name the city Maplevilleand are happy. They have a mayor designated named Leaf. All of the maples decide upon election day they will vote for leaf. They have grand designs for mappleville, an artistic center, with a strong merchant background.
6 days after they place their city hall (one day before the election), they notice they have new neighbors. We will call the new neighbors the oaks. The oaks are formidable. They have a total of 30 members. All of the oaks place houses down, at exactly 151m from where the current city hall is. Their goal is to take over the town, and rename it oakville. They want to make the city a military stronghold and perform ungodly scientific experiments...on the maples. They all decide that upon the next election they will vote for Acorn.
My question is this...upon the city expanding past the 150m to the 200m radius...will the oaks in effect becitizens of Mappleville? Will they be allowed to vote in the upcoming elections? So in effect it would be a hostile takeover of the Maples city?
If that is the case...that is bull **edit**. PLease do not let this happen dev's. I would think that any house placed within the 450m radius AFTER the city hall has been placed... has to be granted zoning rights once the city expands to that level...and incorporates the house. Please dev's, please tell me you have a rationale solution to this.

All you need to do is, have a few of your residents pick up and place down thier houses. This will have the effect of removing them from the total needed for growth. Get that total below the number needed to grow the city (14 at outpost level is good) and the invaders wil find that after election day, they still have 30 houses that are NOT in your city.
Yes, you will have to sacrafice a little growth time, but you will keep your city, and they will move very soon when the realize that they aren't gonna get your city any time soon. They will move onto a target that maybe doesnt know as much as you.
If there is a will, there is a way.

If they are building just outside the initial 150 radius and you fear they outnumber you, the only real solution you have is to insure that you do not have 15 citizens on the next update date (1 week after you plant the city hall). If you have 14 or less you won't grow to a level 2.
Obviously this stinks if you want to grow, but at least you prevent losing your city. I would suspect after a week or two the others will realize you can do this and they aren't becoming citizens, and they will leave.... But you are right - this is a grief tactic that grantzoningrights only partial solves since it is limited to the actual radius and not the potential radius of the city...
Or, deity-forbid, the "maples" could gather up allies for their "political party", have them move in and...*Gasp*...have an actual election. I've only seen 3 actual "cities"...the rest all seem to be little PA military bases.
Sheesh, I must have missed the "Dictator" trainer in Coronet City...
As with all woodland zoning problems, you use hatchet, axe and saw. Your the one who wanted a city, guess what, you got one. Be a little tiny outpost forever, leaving houses outside your city costs nothing for a big PA, or expand and find out what city life and elections are like.
It really sounds like whatyou, and a LOT of other people, want is Player Resorts, well, sorry to say, those are not in the game yet.

If a person has a city somewhere and you want to place one yourself..DONT PLACE IT NEAR THE EXISTING ONE.
