What does this mean republic blaster should work after next patch?

No. The latest patch "broke" certifications ... anyone could use any weapon at full effectiveness, even if they didn't have a certification. This just fixes that bug. 
Wish we could have the blaster, though!

Oh and I was having so much fun with the Launcher and Scatter Pistol last night....methinks I should start skill surrendering.
