ive been told that the stopping shot in PvP can incap players in 1 hit, is it true?

We could only wish...
Stopping shot doesn't "stop" anything. The description is totally inaccurate unless you use it as your last shot when your opponent has 1 health left. Then, yes, it's a Stopping Shot.

Assuming you hit the health bar....they could have more acton 
It does a lot of damage for me, so it "stop" a lot of meatlumps, but not much else.

Unlikely but possible. Say the target has 600 mind and you have a good gun (like 400+ max damage), you could incap the target in one shot. Most people have more balanced bars though, which makes it pretty unlikely.

the most I have used stopping shot for in PvP is ~500 points, I am a 3/4/4/3 pistoleer, and it was against an unarmored person (wookie) and I had a 60-222 FWG5.
I have however been hit for 1400 points by a last ditch shot in PvP (it musta hit one of my unarmored portions).
