That's because it was out for a year in Japan, and the NA beta test is mostly the English translation.
But SWG is only 2 months old. If you expect ANY MMORPG to be flawless when it it's been less than six months since launch (much less two months), you're only setting yourself up for anguish. The amount of time needed to get an MMORPG to even 95% perfection is far longer than the amount of time publishers can afford to spend without generating profits from it.
If they're such morons why don't you sit down and tell them how it should be? While you're at it, balance 10 combat classes so they are all unique yet at the same time can be equal if played right, give every profession more than 8 unique specials, and then you can call someone a moron.
Sorry to get angry but you do realize this is a game and not everything is going to be perfect.
And besides that, with the penalties to hit a moving target, plus the ability as a pistoleer to get bonuses to accuracy while moving, we have been upgraded.
And dodge works. It's a roll between you're dodge level and your opponent's ability to hit you. You can dodge while standing, kneeling or prone. Standing you no doubt have seen. Kneeling you roll out of the way. Prone you logroll over real quick once and the shot misses you.

Fixing the balancewould be pretty if the devs did this. The devs obviously know how to program.
1. Fix the game so that it works. Nothing broken in any profession.
2. Have a dedicated PvP only server with the devs being the combatants.
3. As the balance issues come in to the light, fix them
4. Do the same for PVE.
Let's face it, if a dev is playing a multiple classes on a server but he/she owns at say Teras Kasi but sucks at PvP being a Bh maybe there is problem. If for some reason the Teras Kasi are very deifned in that they win many of the fights no matter who it's against, then you take look and balance it. So on and so forth. Eventually you will come out to a pretty good balance.
