Launcher Pistol is an AOE weapon and it does blast damage. The stats are usually quite good as well. Whether it's the "best" depends on the materials on your server, the mob you're attacking, etc.
Aside from Launcher and Scatter, the best pistol is usually the FWG5 or maybe the Scout.
This is just for general use. In certain situations you'll want to use something different depending on the mob's resists, etc.

What is the target ?
If your target is An Enraged Flier (for example) with Light Armor, 100% Cold, Acid, Stun, Energy - 5% heat and Kinetic, I would recommend you to avoid a Scatter and try some FWG5.
If mobs resists a lot Acid, Scatter is just another useless toy in your inventory (not a rare case, really).
So, what is the target ?
If you are pvp only, Scatter is nice but so are SR Combat or Tangle. In pvp, ppl are often resisting ACID like hell.

AOE stands for Area Of Effect, it means its dmg isn't target only but "every foe in a said area will suffer the effect". Imagine a circle in which are many potential targets...every target in this circle will have a (fair) chance to be hit.

I noticed my DX2 has light armor piercing - does anyone know how much of a difference that will make against armored PC and NPCs? Will out perform the FWG5 on armored mobs or is it still subpar?

it should help a lot but from what ive heard the AP on it is broken ATM

Ah I see - I heard rumors about AP being bugged. Right now I'm using a Scout Blaster - its about as good as a Scout Blaster can get and so I haven't bothered to upgrade to an FWG5 yet . . . probably should.

ok, the famous AP vs AR thing.
As you already stated, some weapons are Armor Piercing (c AP) at different lvls (0 to 3). On another side, there are being that are Armor Rating (AR) at different lvls too (well, 0 to 3, for a change).
Now, maths occur : if you are attacking something AR0 (Armor Rating : none) with an AP1 weapon, you should make 25% more dmg that what you see in your spam window (if 100 is shown in this window, you should see a 125 above your target). Let's call it Raw Dmg (window) and Real Dmg (above target).
If you try to shoot with an AP0 pistol an AR2 creature, your Real Dmg will be the fourth of the Raw Dmg, because each different lvl will grant 50% dmg reduction, with a minimum of 1, so 2 if max hit.
General rule is : Weapon AP - Target AR = X
if X superior to 0 then Real Dmg = Raw Dmg * (1 + X/4)
if X equals 0 then Real Dmg = Raw Dmg
if X inferior to 0 then Real Dmg = Raw Dmg * (1 + X/2)
Then, are looked at the particular target resists to see how modified should be your dmg.
The problem with the DX2 is that it doesn't add any dmg if target is AR0 if target have any kind of resist. Even 1% wind is enought. Trust me, it is often the case...surelly 90% of the time, even on Corellia. So we lose 25% of dmg on 90% of our foes. Not a tiny thing.
Not to mention DX2 is meant to add some more dmg due to Acid type but very sure.
Now every one will ask me : but why 50% reduction if AR > AP and only 25% if not ?
My personnal guess is there was an error in the formula description in the game. I mean the original aim was to add 50% dmg but since they look at AR first and then, apply AP, it only makes 50% of 50%, so 25%. To resume things, it often happens when you use % and units in the same equation, you make one a factor and use in both terms, which isn't allowed.
They surely already saw it and finally think it is fair like it is. This I can agree.
Or they simply made the game to be like that
