Been wondering about this. I know the speed is capped and you canot make a gun go faster than 1.0 even with a speed powerup. So if you have a 1.0 spd gun and say +35 pistol speed from your pistoleer skills, will the gun actually fire faster than 1.0? Or still will have the same fire rate??
I ask because if it will go no faster, then I'd rather have a smith make my gun for high damage and then get it sliced for dmg (if lucky) and have a 2.5 spd gun per say. And let the pistol speed bonus of +35 fro example take care of the speed?
Now in that scenario does anyone have any idea on what the rate of fire would be on say a 2.5 spd gun with a pistol speed bonus of +35? Just curious. Thanks.

The rate of fire can never go below 1 shot per second. The formula I have been seeing to calculate shot/sec is this one: (DelayMod for attack)*(weapon speed)*( 1 - (speedskill / 100)
So at a speed skill at or greater than 100, everything is equal to 1 shot per second.
So if you had a gun with 1.0 speed and your skill is 35, and say you shot bodyshot2 which has a delay of 1.8 secs. then it would look like this:
1.8 * 1.0 * (1 - 35/100) = 1.17 seconds inbetween each bodyshot2.
note: I would definitely get a gun made on the heavy dmg side.

Thanks for post. So that tells me info about the specials. What about just normal attacks? Any info on that? So would a 2.0 spd gun with +100 pistol speed actually fire at 1.0? Mainly looking for the normal attack speed and the impact of pistol speed bonus. Thanks again.
