Yes, they stack.
And a re-application of the same shot will overwrite the previous one if it is better. So if you get a bad HS2, you can do another HS2 to replace it with a better bleed.
Against tougher mobs, Pistoleers normally start every fight with HS2 and HS1.

Thanks.. I was wondering why HS2 was not much better than HS1.. Now that they stack, what a mess!
