Ok, it is midnite here and servers are still down, this becomes just laughable. I won't comment this, I think everyone has his own idea.

But re-reading the patch message I wonder one thing about this :

Does that mean if I use Stopping Shot, I won't be able to use it again before 30 second delay ?

Why'd you think stopping shot is a delay move? It's not.

What is a "delay move" then ?

im not sure but im guessing its shots like the smugglers panic shot. it delays all your actions for 10 seconds. right after the oct 8th patch it was spammable and u wouldnt be able to get a shot off. so this is a good fix
