As it is now, having a cap on speed below 90 pretty much kills the rifleman class. It's only at master that rifle DPS becomes comparable to equivalent-skilled pistol or carbine. Combined with the massive accuracy penalties, the huge melee damage multiplier and the fact that rifle specials drain mind primarily, there would be basically no reason to take rifle, especially since rifle abilities cannot be further enhanced by taking any class other than marksman and rifleman.
